Yes. Making a relation with the "quiet" kernel command line option
doesn't make sense at all since both kinds of verbosity are for
different purpose: the "quiet" kernel command line option allows one
to get kernel log messages on the console (which is useless is general
and one doesn't even want them as they hide more important messages),
while the ifupdown verbosity allows one to get more log messages in
the journal (e.g. "journalctl --unit=networking.service").
