Unless there are open bugs about it, probably it wasn't considered yet. Bigger integration with systemd is fine, but it should stay optional. ZNC shouldn't fail to start if it was compiled with the systemd support, but systemd is not presented during runtime. http://wiki.znc.in/Adminlog supports syslogging a bit, but there is big room for improvement, e.g. https://github.com/znc/znc/issues/32
