That directory has been owned by root from time immemorial. I've never had an "_apt" user/group and no update created such a user/group. In other words, this is a *new* problem that started after a recent update (of apt?).
The output of "ls -dl": drwxr-xr-x 2 root root 4096 Jan 25 13:20 /var/cache/apt/archives/partial/ Thanks!
