Current  phohon4qt5 in Debian testing is 4:4.8.3-2, should i wait for
4.9.0?

It uses vlc backend.

flat-volumes=no doesn't help.

Merging the bugs, so far the culprit seems to be phonon, it might be
knotifications, but not plasma-desktop or plasma-pa.

Can you please repeat the test after installing phonon4qt5 >= 4.9.0, are
you using the gstreamer or the vlc backend?

Is the problem reproduceable if you set:
flat-volumes = no
in the /etc/pulse/daemon.conf (you'll need close your current session,
kill any running pulseaudio and start a new session to test this)
