So why is network.target reached, then? This seems to be a local configuration issue. What you report looks related to some issues we had when IPv6 was enabled but no addresses configured (not even link-local). In any case, there have been related changes, and I am not sure whether they fix that for you or not. Can you please test with 0.9.1-1 and report back?
