First of all that url is not the canonical way to report bugs to
util-linux upstream. The github repository mostly exists as a way to
make it easy for the github generation to contribute via PR. As you can
see in the issues it's mostly a wasteland of already fixed stuff and
other abandoned issues.
The project follows a more traditional kernel-style development approach
where everything is based around a mailing list (both for bug reporting,
discussions and patch review).
(Although see also last paragraph of
http://www.spinics.net/lists/util-linux-ng/msg13433.html
for a notable difference to linux-kernel mailing list.)

Secondly the official Debian bug reporting documentation explicitly
tells users *not* to send bug reports upstream (which can be debated in
some situations, but as a general advice I can also understand it).

In general the idea is that distribution users should file bugs against
the distribution, so that maintainers can check if this is a
distribution-specific issue or an upstream issue. This is to avoid
overloading upstream and avoid flooding them with issues that aren't
revelant to upstream.

Lastly, putting upstream contact information in README.Debian (which is
a debian-specific file which is supposed to contain debian specific
information) is not the general way to handle this. It's not machine
parsable, etc. People are working on a proposal for a formal way
to express more upstream related information in something called DEP12:

So, if you don't object I'll instead "reuse" your bug report as
a request to add debian/upstream/metadata with some information
about upstream.....

There doesn't seem to be any way to express "alternative backup
repository" in the DEP12 format, so not possible to point to the github
repo or say that PRs are also an accepted way of contributing. There
doesn't even seem to be any way to point at

or
https://git.kernel.org/cgit/utils/util-linux/util-linux.git/tree/Documentation/howto-pull-request.txt
in DEP12 format.

I'm torn on wether to add this or not:

... because while this is the only upstream "bug database" it's not
really the official as far as I know. It's just a dumping ground that
happens to exist for any github repo and occationally upstream reads
messages sent there and might even reply.
(Noone really seems to care about closing fixed issues or other similar
administrative work for that bug database though.)
