The new upstream (I updated to 1.3.9 from 1.3.8). They redid autconf and
(for instance) renamed configure.in to configure.ac

homepage in the debian package points to
        http://trousers.sourceforge.net/

and the tpm-tools link on this page provides a link to 1.3.9 folder dated
2016-11-29 which contains tpm-tools-1.3.9.tar.gz I used here.
