It appears there are two most common causes of this errors:
- supported algorithms mismatch (between the server and ruby)
- intermittent network problems causing ssl to fail

I've tried running hcih with the same package versions as you are using
and it worked fine. Also, as you have said, you are experiencing this
problem randomly. This makes me wonder if this issue might be caused by
networking problems. So I asked if you have ever experienced any issues
with ssl enabled connections :)

Before we start digging deeper (e.g. wireshark ssl negotiation
exchange), I just want to make sure that we have covered all the
simplest explanations.
