Certainly from well before stretch; the dependency was added in 2006.  However,
some of the reasoning[1] has changed since: nowadays it should be possible to
use trigger support in gconf2 and demote the Depends: to something lesser,
probably a Suggests:.

I'll give it a look but I wouldn't expect to upload anything before the stretch
release in a few weeks.  It's not possible to get such a change accepted into
stretch before then.
