Thanks, I will report this against inetutils-syslogd.

However, I still think this is an actual bug in systemd (or rather, the
packaging), as installing inetutils-syslogd (or any other syslogd) should
not be needed when systemd provides /dev/log (and a corresponding logging
framework), and as it is, packages requiring /dev/log have no good way of
expressing this dependency (they can't, or at least shouldn't, add systemd
as dependency, can't depend on a specific syslogd and can't depend on a
generic system-log-daemon dependency either).
