Something related to xkb has changed in recent debian-patched Xfree releases
as well as in Xorg 6.8.1+ that made necessary to apply the patch I mentioned
to Emacs.

The patch was introduced in 21.3+1-8. Could you please grab 21.3+1-7
from snapshot.debian.net and tell us if it changes anything?
That said, I suspect you could have to change your settings for this
new compliance. Unfortunately, I have zero knowledge about xkb but the
originator of the said patch might help us.
