I'd actually use /usr/share/dpkg/pkg-info.mk for this :)

+         --clamp-mtime --mtime="$(SOURCE_DATE_EPOCH)"

Shouldn't this be --mtime="@$(SOURCE_DATE_EPOCH)" (nb. with the @?)
