This looks like a duplicate of https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=841740 I'm not sure, maybe some of the user services is delaying the start of user@.service. Could you disable the user services you use one by one and test if that makes a service. I would probably start by disabling the syncthing.service user service. -- Why is it that all of the instruments seeking intelligent life in the universe are pointed away from Earth?
