If you have a libcwidget4 package ready, don't hesitate to upload it to
experimental.  This gives me at least something to show in bug #894049,
where I haven't received a reply yet.

For uploads to unstable, yes.  This holds for both plans (SONAME change or
shlibs bump + Breaks against aptitude).
