Dear Maintainer,

I am installing `python-setuptools` on my Buster install:

    $ sudo apt install --reinstall python-setuptools
    Reading package lists... Done

upgraded.

However, `/usr/bin/easy_install` is not present after installing the package:

    $ which easy_install

even though, according to 
https://packages.debian.org/buster/all/python-setuptools/filelist, there should 
be a `/usr/bin/easy_install`.
