Upgrading to 0.3.3 solved the problem. I suggest a versioned dependency on debootstrap, such as debootstrap (>= 0.3.3) However it's possible that the change in debootstrap behaviour was introduced in a version prior to 0.3.3 which would be more appropriate in the dependency.
