Dear Maintainer,
The Debian mirror ftp.utexas.edu is currently answering HTTP 403,
apparently to all HTTP queries.
Looking at
https://mirror-master.debian.org/status/mirror-info/ftp.utexas.edu.html
, the last time this site was available was about 2018-10-19, 10:25 UTC
- about 5 days ago. After that time it always responded "Forbidden" to
the mirror status queries made by that page.
On my Debian system, I have these lines in /etc/apt/sources.list

deb http://ftp.utexas.edu/debian/ stretch main non-free contrib
deb-src http://ftp.utexas.edu/debian/ stretch main non-free contrib

but when I tried to install some new packages just now, I only got
HTTP 403 errors from ftp.utexas.edu for all the packages.
I tried manually going to http://ftp.utexas.edu/debian/ in various Web
browsers (Firefox, lynx, and wget), and it answers 403 to each browser.
I also tried the top level, http://ftp.utexas.edu/ , in those same three
browsers, and it answers 403 to each of them as well.
Interestingly, anonymous *FTP* access to ftp.utexas.edu works - you can
log in - but neither /pub nor /pub/mirror are available once you log in.
As of the date of this bug report, the University of Texas is not
reporting any outages on their public site:
https://ut.service-now.com/utss/
The university still mentions their FTP server on their site, but says
it "can be accessed by members of the university community" (horrible
URL ahead):

I don't work for or attend the University of Texas. It is possible that
they have decided to restrict their site to university users only, or to
discontinue it.
