This problem seems to have resolved itself.  As of 2018-10-26 02:25,
mirror-master.debian.org reports ftp.utexas.edu as being up and current
again.

As of 2018-10-28 03:15 UTC, the University of Texas has a related
message on their status site:

Campus Public FTP Server Outage

OUTAGE: ftp.utexas.edu - 403 forbidden

The server for ftp.utexas.edu has suffered irrecoverable hardware
failure. Networking is investigating options for bringing up an
alternate host/VM to function as ftp.utexas.edu. There is not a
current estimated time to recovery, as the mirrors will also need to
be re-built after the server is brought back online.

There is no update or resolution notice posted, but the mirror seems
to have been up and running for a little over 48 hours now.

I added ftp.utexas.edu back to my sources.list and tried aptitude; it
worked and is able to download and install packages from that mirror.

I also tried manually downloading a couple of files from the mirror in
Firefox and those worked OK.

This report can probably be closed.
