I don't know about official policy, but I think you could make your bug not RC by detecting whether the current system can support the package in some reasonable wail and failing more gracefully than with SIGILL.
It's not a requirement that all packages work on all systems. Open-vm-tools doesn't do squat if you aren't running on top of vmware; pcscd is remarkably useless without a smartcard reader; etc. I think it ought to be fine to have a package that is only useful with some given hardware provided that you're reasonable about detecting requirements, and that you don't place stronger requirements than are actulaly needed by your package. --Sam
