it does, #927450 is fixed (and since then has been (*) reopened in
anticipation of the same issue for the next release), but this
doesnt fix the problem that the hook from d-s-s < 2019.04.25
is still used when upgrading from testing now (as it doesnt
have 2019.04.25) or from stable as well.

if d-s-s is upgraded before base-files, the upgrade now works nicely. if
however basefiles is upgrades before d-s-s, it doesn't. 

That's the bug Andreas has reported as #928172.

(*) sadly. a new bug would have been much better.

as I tried to explain above, this wont fix the issue of upgrading from
stable. And even if we fixed stable in a point release we still need to
support upgrades from previours stretch point releases.
