Hi Javier,

I did some more work on the Makefile and d/rules, now the package builds
fine for me.

I'd like to upload in the next days, so we have plenty of time during
this release cycle to identify and fix problems with the new infrastructure.

I've removed the BYHAND rules, because those rules are a burden for
FTPMasters and I think that the website
(https://www.debian.org/doc/manuals/debian-faq/) does no longer need
them. I've found a commit from eight years ago which suggests this:

The only place where the BYHAND rules might still be needed is from the
fileservers (https://deb.debian.org/debian/doc/FAQ), and I think that
nowadays the availability on the main website should suffice.
