Dear Maintainer(s),

The Microsoft Azure accelerated networking uses Mellanox devices.
When using Dataplane Development Kit (DPDK) the Mellanox usermode
driver uses rdma-core/libibverbs to access the hardware. DPDK supports
a multi-process mode where a primary and secondary process share the
same hardware.
In order to get multi-process mode working, Mellanox had to make
changes to libibverbs. These changes went in v23.

Given this happened too late for buster, it shipped with v22 which
causes problems for Debian images running on Azure with these features.

Would you please consider uploading rdma-core 24.0-2 to buster-
backports, now that it's open for business, when time permits?
