I can confirm, that TL2019 builds fine on Hurd, when using
--disable-dvisvgm.

@Norbert:

I did some basic steps in packaging dvisvgm separately. Of course I'll
test the build on hurd too. I'll file an ITP bug then. Please confirm if
you agree here.
Our package texlive-extra-utils mentions the package dvisvgm in package
description. I guess this reference needs to be removed.
