This bug is still present in buster.

I'm not sure that the proposed fix will do the right thing if logrotate is not 
installed (which I think can happen, as logrotate is not a dependency of acct 
and only has priority important, not required). How about moving the "exit 0" 
to an else clause in the existing "if [-f /var/log/wtmp.1 ]" block?
