I couldn't find detailed setup instructions in the /usr/share/doc/* folders of the various related packages either. Please ship that file, if it still exists upstream (I didn't check). Otherwise, or additionally, you might want to mention https://www.aquamaniac.de/rdm/projects/aqbanking/wiki ( or plain https://www.aquamaniac.de/ ) as a source for further info.
