This bug has been reported to the Apache httpd team and fixed as documented at https://bz.apache.org/bugzilla/show_bug.cgi?id=64709.
While it isn't part of an official release yet, I think that it will just be a matter of time. It's a fairly straightforward change to backport, although it does change the behaviour of CGI scripts (ie it terminates them at TimeOut time rather than leaving them for 2x the TimeOut time before terminating), so you may not want to backport that change.
