I installed this update ( 1:2.8+dfsg-6+deb9u16 ) on the host, for all 15 of the qemu packages I mentioned in my original post, and I can confirm that it fixes the problem. User-mode networking works again in the guest; I can access the Internet in a browser from the guest, and I can scp files to and from the host in the guest. Thanks for your help! Matt Roberds
