Bug#1001668: downgrading severity

Reducing severity to `normal`, since this does not appear to happen
consistently. Looking through the CI logs, there are occasional failures
on ppc64el, but since it does not appear to happen consistently, I don't
_think_ this justifies RC severity, unless anyone can reproduce it in
actual usage.
