Yes, it is intended, because currently the version number of nginx is -9 in
https://salsa.debian.org/nginx-team/nginx/-/blob/master/debian/changelog .

I did contact nginx team via e-mail privately about 3 weeks ago and 3 days ago
and hasn't received any reply.
