Thanks for the report; I believe this is due to tzdata #1031395.  I
cannot reproduce with tzdata/2022g-6 where the removal of
/etc/timezone has been reverted.

I'm unsure whether to reassign this bug or just close it when
tzdata/2022g-6 migrates to testing.
