I am very _very_ sure that it does not come from riseup-vpn.
org.kde.breeze is not even present anywhere in the source code.

0

This was also tested rigorously by at least 3 people before it was uploaded and
backported. I also tried this on my laptop (trixie) and composing this mail
behind the VPN (which works fine).

I don't think so -- riseup-vpn does not depend on that plugin anywhere.

This looks more like something is wrong with your install - some mix/match of
package? Are plasma plugins installed properly?
I'd need full logs to comment on what is wrong here.
