I do not know the procedure for approval or rejections on salsa, but would suspect it is simply an error, perhaps a spam protection process gone wrong. Did you try to contact the gitlab administrators, for example via IRC, #salsa on irc.debian.org? -- Happy hacking Petter Reinholdtsen
