It is my understanding of the ftp-master FAQ that indeed *running* stuff that's downloaded is not acceptable, but e.g. testing protocol or downloading data is OK. Obviously one has to consider the potential of "abuse" of downloading huge amounts of data from external parties for testing purposes.
