Let me disagree strongly.

If it is not "in the interest to consumers", why should pdftex clean up
after a mess that libpng made.

If you (== Debian) want reproducibility, then it is **your** job to
clean up libpng artifacts, not downstream.

So this is a libpng problem, not pdftex problem.
