True, but I don’t see a meaningful difference between “configuration”
and “code”. These are essentially the same things - parsed syntax which
define the behavior of the program.

It is an interesting point though, and I’ll leave it up to debian policy
and debian’s best practices here. I admit i’m no expert on this, we can
only consult the policy to settle debates, and maybe others can offer
opinions.
