True, but pt is the original portuguese spoken in portugal. see the
package iso-codes. There are only 3 or 4 packages that use pt_PT in
debian.

http://www.debian.org/international/l10n/po-debconf/pt and pt_PT

This bug report is refered to debconf, but to other gettext files is also
valid.
