sorry ... i got confused.

b2evolution: usr/share/b2evolution/locales/pt_PT/LC_MESSAGES/messages.po

this is the file i found in my small search for pt_PT translations.
so, it is the translation, so ... it is from upstream.

Don't tag it wontfix, but send the bug upstream and tag it for upstream
bug.

i don't want to force anything ... it is wrong, if you report it (or i),
they may change.

try cat /usr/share/iso-codes/iso_639.tab | grep pt , and see the
reference for portuguese from portugal: pt

it is a wissiness ... but ... if you see the page pt VS pt_PT, there are
a few to report yet. i have done it for some.
