This package is a key package. Please build with the default gcc instead of clang to avoid adding any LLVM/clang version to the set of key packages.
The only reason clang is used, are some tests requiring the fuzzer libraries from clang/LLVM. If that is necessary, please use GCC for the build, and add an autopkg test to build the package with the fuzzer tests using clang.
The past uploads over the last two years already didn't build these fuzzer tests because of wrong build dependencies in vboot-utils and/or changed packaging in LLVM, so even without that autopkg test you woudn't regress compared to the last Debian release.
