I can confirm the build failure. I can further confirm that downgrading automake to 1:1.18.1-4 (the version from testing) solves the issue. So I guess there is again an issue in the texinfo.tex, which is pulled in by automake.
As next step I would try to use the latest version of texinfo.tex fromhttps://https.git.savannah.gnu.org/git/texinfo.git/ , i.e. building a new automake package, w/ texinfo.tex patched and test again.
