Bug#1141694: transition: pandas 2.3 -> 3.0

Moved this discussion to a new bug, #1152320.

There is a (separate) question of at what point we should push pandas 
3.0 (or 3.1) through and accept the resulting breakage.  Given how many 
rdeps pandas has, it probably isn't practical to wait until there would 
be *no* breakage.
