Package: util-vserver

In /etc/default/util-vserver, there is a "BACKGROUND" option. But
looking at init.d/util-vserver, it seems to be only used for "legacy".
I think it should be good to add this information in "default" file if
its true.

(do you know how to do the same think with the new configuration style?)
