I have the system default locale set to en_US.UTF-8, but ssh logins get
the POSIX locale.  Logging in via X or the console sets the locale
properly.  /etc/pam.d/ssh contains the lines

auth       required     pam_env.so # [1]
and
auth       required     pam_env.so envfile=/etc/default/locale

Inserting readenv=1 on both of those lines, like /etc/pam.d/login has,
has no effect.

/etc/default/locale contains:
