Why you believe that *most* users don't want a cgi?
On the contrary, from visiting http://www.forkosh.com/mimetex.html
I suspect standard usage of mimetex would be a cgi

Is the role of a package only for inter-packages?
I believe no.

In short, I'd like to know
why you think *most* users don't want cgi here?
and what drawback/disadvantage is there to provide a symlink 
/usr/lib/cgi-bin/mimetex.cgi of /usr/bin/mimetex?
