Although I consider it reasonable to expect to find one application under only one menu entry, I've done this because different people look for CD/DVD writers in different places, based on what they intend to do. If you're trying to copy an audio CD, you'll naturally look for it under multimedia, but if you're trying to do a backup of your files on a DVD, you'll probably look in the utilities menu. I'm really not sure if this is the best thing to do, but I thought it would be a good idea.
