Hi!

While waiting for this bug to be properly fixed, a possible workaround
can be moving the offending file away, before the netbase package
is installed, and then restoring the original version of the file
back to its correct location.

Detailed workaround description:

 * proceed with the installation normally until you are about
   to install netbase (e.g.: stop in front of tasksel menu)
 * switch to a VT (by pressing, say, <LeftAlt+F2>)
 * activate the console by pressing <Enter>
 * issue the following command

   # mv /target/etc/networks /target/etc/networks_SAVE
 
 * switch back to the installer, by pressing <LeftAlt+F1>
 * go on with the installation
 * after netbase has been properly installed (without asking
   anything, since it didn't find any previously created copy
   of /etc/networks), you can restore the saved copy of the
   offending file
 * switch to the previously used VT (again, <LeftAlt+F2>)
 * issue the following command

   # mv /target/etc/networks_SAVE /target/etc/networks

 * switch back to the installer, by pressing <LeftAlt+F1>
 * finish the installation process
