Your po-debconf infrastructure is completly broken. You should: - create a debian/po directory - add a debian/po/POTFILES.in with the line: [type: gettext/rfc822deb] templates - fix your template according to the dev-ref, i.e. removing the question from the long description. - run debconf-updatepo (and even better, add it the debian/rules clean target to keep always up-to-date PO files in the source package) to create the debian/po/templates.pot file.
