Known deficiencies in _what_? All kinds non standard mailers
people use? I have no desire to be prescribiing what mailers people
use. There is no special requirement to vote -- all you need to do is
follow IETF standards for sending mail.

No, they were not proper previously either. It is just that
their bugs were not tickled. There was no change -- the fact that
this happens to be the first ballot with diacritics is pure
happenstance. The fact that some mailers send conforming mail in the
absence of accented chars, but don't do so in the presence of such
characters is not something I control, or am aware of. My mailer
never gave me issues.
As for informing people, devotee sends in all the details ti
can gather. thge issue has been discussed on the mailing lists. Case
in point, I even informed you about what was wrong, and what you had
to do. But no, you had to go on rants and throw a tantrum.
