That's correct.  However - I have no idea where the TEXEDIT default is
set:

$ grep TEXEDIT 
src/Packages/texlive-new/texlive-bin-2007/build/source/texk/web2c/pdftexdir/*
$ grep TEXEDIT 
src/Packages/texlive-new/texlive-bin-2007/build/source/texk/web2c/*
$ grep TEXEDIT /etc/texmf/texmf.d/*
$ 

Can anyone help me out?  Maybe someone with the TeXBook at hand...
