There shouldn't be any need to use the "set encoding" command: gnuplot should just use the current locale's charset, as returned by nl_langinfo(CODESET) after a call to setlocale(LC_ALL,""). Also, iconv should be used for performing charset conversions, as it supports far more charsets.
