there is a setting called SCHEMA_AGE which hasn't changed (should be 60
for all versions since 2.0.3 through 2.0.11) that indicates whether the
settings are up to date with the current installation. Eventually this
is overriden by a local variable of the user's gconf tree. Do you reckon
that after running 
"gconftool-2 -u /apps/ekiga/general/gconf_test_age;killall -9 gconfd-2"
as user the problem still exists?
